粤港澳大湾区建设,是国家的重要发展战略,是我国现阶段促进全面开放的重大举措,同时也是推动“一国两制”事业发展的重要实践。大湾区的建设离不开空港群的支撑和发展,推动大湾区空港的协同发展是至为关键的举措。粤港澳大湾区现有七大机场,包括香港国际机场、澳门国际机场、广州白云国际机场、深圳宝安国际机场、珠海金湾机场,以及惠州平潭机场和佛山机场。各机场的规模、功能和发展定位存在巨大差异。粤港澳大湾区空港在经济腹地、产业增长和地理位置等方面具有一定优势,但在管理体制、竞争情况、资源配置、机场运营等方面存在一定矛盾。就此,本报告借鉴纽约湾区、旧金山湾区和东京湾区的发展经验,从统筹管理、市场定位、交通模式和资源分配等方面,提出相应的对策建议。
<<The construction of Guangdong-Hong Kong-Macao Greater Bay Area is an important national development strategy,a major measure to promote the overall opening up of China at this stage,and an important practice to promote the development of the cause of “one country,two systems”. The construction of Greater Bay Area is inseparable from the support and development of the airport group. Promoting the coordinated development of airport of Greater Bay Area is the key measure. There are seven airports in Guangdong-Hong Kong-Macao Greater Bay Area,including Hong Kong International Airport,Macao International Airport,Guangzhou Baiyun Airport,Shenzhen Bao’an airport and Zhuhai Jinwan airport,as well as Huizhou Pingtan airport and Foshan Airport. There are huge differences in the scale,function and development orientation of each airport. The airports of Guangdong-Hong Kong-Macao Greater Bay Area has certain advantages in economic hinterland,industrial growth and geographical location,but there are certain contradictions in management system,competition,resource allocation,airport operation,etc. In this regard,based on the development experience of New York Bay area,San Francisco Bay area and Tokyo Bay area,this paper puts forward corresponding countermeasures and suggestions from the aspects of overall management,market positioning,traffic mode and resource allocation.
