In the development planning of Guangdong-Hong Kong-Macao Greater Bay Area（Greater Bay Area），Shenzhen’s positioning has changed from a core technology engine in the domestic area to an international leader in science and technology innovation. Shenzhen has the responsibility and ability to play an innovative leading role in the construction of the International Science and Technology Innovation Center（ISTIC）in the Greater Bay Area. Based on the analysis of the development of Shenzhen’s science and technology innovation ecosystem in the past decade，it is found that the innovation subject，innovation resources and innovation environment in Shenzhen have changed substantially. At present，Shenzhen can make further efforts to promote the development of the ISTIC in the following aspects：adjusting the structure and increasing the total amount of fundamental R&D investment，promoting multi-dimensional cooperation among industry-university-research institutes，prioritizing the support for the leading academic subjects，expanding the channels for talent introduction by establishing more overseas talent liaison offices，improving the talent service system，strengthening the reform of science and technology system，establishing a socialized，market-oriented，professional and international science and technology intermediary service system，and promoting the reform of the registration system in the capital market.
