In the year of 2016～2018，China has promoted the development of the Mass Entrepreneurship and Innovation activities to another level，and shows new characteristics. In order to grasp the dynamic changes generated during the developing process，we implementing China Mass Entrepreneurship and Innovation Evaluation System and comparative analysis in the chapter of “Region”，to study on the new achievements we received and new problems we faced. Judging from the general situation，the Mass Entrepreneurship and Innovation development in eastern China still maintains a leading position. However，the trend of catch-up from other regions which using late advantage is more and more obvious. Among key cities，Shenzhen continues to lead development by enhance strengths. From the perspective of environment，the advantages of eastern region are instead concentrated on the system and supporting as well as other regions have achieved comprehensive progress；From the perspective of resources，the allocation of human resources in each region is rapidly rebalance，yet imbalance in the level of capital investment between regions remained. From the perspective of performance，the country’s sustainable development performance has attracted attention，but it cannot cover the problem of weak growth in industrial performance and innovation performance.
