After several years of development，“Public Entrepreneurship and Innovation” has achieved a leap from “partial to overall” and “phenomenon to mechanism”，and has gradually become an important driving force for national economic growth. It has become an indispensable force for promoting transformation and upgrading and it has become an important support for stabilizing and expanding employment. In order to deeply analyze and elaborate the overall situation，distribution pattern and development characteristics of China’s innovation and entrepreneurship，this chapter first selects the top 100 cities in the national Innovation and Entrepreneurship Index as the research object，adopting the Innovation and Entrepreneurship Environment，Innovation and Entrepreneurship Resources and Innovation and Entrepreneurship Performance as the first-level indicators，which are refined into 9 second-level indicators and 30 third-level indicators，and further comparative analysis and related analysis of key indicators that have a significant impact on innovation and entrepreneurship development. Secondly，in order to better discover the relationship between the various dimensions and the structure of innovation and entrepreneurship，this chapter analyzes the correlation of different dimensions of the three first-level indicators of innovation and entrepreneurship environment，innovation and entrepreneurship resources and innovation and entrepreneurship performance. Finally，from the analysis results，the development of innovation and entrepreneurship is a complex system in which all dimensions and the influencing factors of each dimension are interlinked and mutually promoted. Among them，further improvement of the construction of the double innovation environment is an important foundation for driving the development of innovation and entrepreneurship.
