This report summarizes and analyzes the mass entrepreneurship and innovation index of top 100 cities，finding that most cities’ index increased significantly，especially the low-ranking cities. This result indicates that most cities followed the “mass entrepreneurship and innovation” initiative and made progress in the environment and supports for the entrepreneurship and innovation activities. In an overview，the gaps among cities kept narrowing，so as the gap between cities in eastern region and cities in middle and western regions. On the other hand，however，the distribution of index still displayed a pyramid shape，and the gap between top level cities and cities of other levels widen too. Moreover，low-ranking cities still got low scores on value of efficiency. This result suggests there is still a long way to go，and we must follow the law of urban system evolution.
