This report systematically analyzes the nationwide “mass entrepreneurship and innovation” activities through the construction of China’s mass entrepreneurship and innovation index. Based on 3 primary indicators of environmental support，resource capacity and performance value，9 secondary indicators and 30 tertiary indicators，the 2019 China’s entrepreneurship and innovation index is constructed to measure the development level of innovation and entrepreneurship in 100 major cities in China. Through collection，calculation and analysis of the relevant data of 100 cities in China，the comprehensive evaluation and sub-dimension examination of urban entrepreneurship and innovation will contribute to a more accurate understanding of the development of China’s entrepreneurship and innovation.
