    2019年广州基础教育集团化办学发展报告

    摘要

    为提高基础教育质量,“办好人民满意的教育”,广州通过集团化办学,各区优质基础教育资源总量不断扩大,分布更加均衡,教育质量逐步提高,基础教育集团化办学模式已基本形成。本报告在对比研究北京、上海、杭州三市基础教育集团化办学的先进经验和做法的基础上,分析了广州基础教育集团化办学现状:广州基础教育集团化办学已逐步实现章程化治理,教育治理走向现代化;开展基础教育资源供给侧结构性改革,推动市属优质教育资源向外围城区辐射;聚焦内涵共生,实现资源共建共享共融;引领文化建设,打造集团共同发展愿景。相较于北京、上海、杭州,广州基础教育集团化办学起步较晚,问题也错综复杂,除了基础教育集团化办学中常见的学校特色问题、优质学校资源稀释问题、政校关系问题等之外,广州基础教育集团化办学还存在政府与各教育集团之间新型教育治理格局尚未形成,缺乏深度沟通协调;教师流动、培训机制尚未完善;基础教育集团化办学的信息技术应用不足;对基础教育集团化办学的效果缺乏相应的考核评估机制等问题。本文提出未来广州基础教育集团化办学的工作思路:完善教育集团化办学的管理体制,规范治理结构;聚焦内涵发展,推动集团内优质教育资源共建共享;加强集团内部信息平台建设,改善教育教学资源分布不均衡的现状;多措并举,推进集团内骨干教师柔性流动;多方借力,拓宽集团化办学的渠道;加大经费投入;健全激励机制;完善督导评估机制。

    Abstract

    In order to improve the quality of basic education and “running education to the satisfaction of the people”,Guangzhou has adopted group-based schools,and the total amount of high-quality basic education resources in each district has been continuously expanded and distributed more evenly. Based on a comparative study of the advanced experiences and practices of group education in basic education groups in Beijing,Shanghai,and Hangzhou,this report analyzes the status of group education in basic education groups in Guangzhou. Governance is modernizing;structural reforms on the supply side of basic education resources are carried out to promote the radiating of high-quality educational resources from municipalities to peripheral urban areas;focusing on the symbiosis of connotations to realize the co-construction and sharing of resources;leading cultural construction and creating the group’s vision of common development. Compared with Beijing,Shanghai,and Hangzhou,the group education of Guangzhou Basic Education started late,and the problems are also complicated. In addition to the common characteristics of schools,the dilution of high-quality school resources,and the relationship between government and schools,Guangzhou basic education group education still has a new education governance structure between the government and various education groups that has not yet formed,lacks in-depth communication and coordination;teacher mobility and training mechanisms have not been perfected;insufficient application of information technology for basic education group education;basic education groups problems such as the lack of a corresponding assessment mechanism for the effectiveness of running schools. Put forward the work ideas for future group education in Guangzhou:improve the management system of group education in education and standardize the governance structure;focus on connotative development and promote the co-construction and sharing of high-quality education resources in the group;strengthen the construction of the internal information platform of the group and improve the distribution of education and teaching resources Balanced status question;Multipronged measures to promote the flexible flow of key teachers within the group;Multiparty leveraging to broaden channels for group-based education;increase funding;improve incentives;improve supervision and evaluation mechanisms.
