With the rapid development of social economy，various civil and commercial disputes are prone to occur easily and frequently，which has become the key point of grassroots governance，the focus of people，and the difficulty of resolving disputes and contradictions. Corresponding to the requirement，proposed by Secretary-General Xi Jinping，that non-litigation dispute settlement mechanism should be brought to the front；implementing the spirit of the fourth plenary session of the 19th Central Committee of the Communist Party of China，which is to “uphold and improve the social governance system of co-construction，co-governance and sharing”，Suzhou Industrial Park People’s Court combining with actual situation of the social governance in industrial park bravely undertakes its responsibility in administration of justice and delves into difficult problems in the work of co-governance of the source of litigation. In conjunction with judicial bureaus，sub-districts （communities），administrative functional departments，and other subjects，professionalizing dispute-resolution team which aims at cultivating a litigation-meditation docking platform and making judicial guarantee mechanism innovation convenient，Suzhou Industrial Park People’s Court explores the establishment of a clear-cut，coordinated linkage，convenient and efficient，online and offline interactive system of co-governance and joint dispute resolution and forms an effective and correct dispute resolution system that the benign mechanism of return and on-site resolution，and alleviates the prominent contradiction of the number of cases outweighing the number of judicial people，to realize the multiplicity of social governance，and to strive to build a more harmonious and stable environment for social development.
