To solve the plight of dealing with “black” and evil cases，courts of Zhangzhou City have carried out a pilot project over relatively centralized jurisdiction. The article focuses on the establishment and operation of “1+4” mechanism system，and examines the main measures and implementation of the mechanism construction one by one. Through the investigation，we found that the mechanism innovation has made a great achievement in improving the efficiency of handling cases，forging professional talent team，breaking the difficulties in special struggles，and consolidating and expanding the achievements of struggle. To overcome the existing shortcomings and difficulties，we need to construct and improve the connection mechanism between investigations and trials，strengthen and optimize personnel allocation and assessment methods，and expand the effectiveness of the centralized jurisdiction mechanism. On this basis，we should further explore and promote the practice of relatively centralized jurisdiction，integrate and push forward the specialization of judicial team，modernization of municipal social governance and perfection of criminal jurisdiction system.
