In recent years，Qingdao Judicial Bureau has given full play to the role of legitimacy review. It has gradually formed measures such as the implementation of major administrative decision-making plan management，the establishment of special decision-making legal review institutions，the implementation of major administrative decisions in towns and streets，and the guidance and supervision of administrative law enforcement actions. Fully centralized，full coverage，and fully connected as the main features of a legal decision-making work system. However，in practice，there are still problems in the initiation and legality review of major administrative decision-making，the scope of major administrative decision-making matters，public power intervention，the rule of law thinking of administrative law enforcement personnel，and the ability of basic-level major administrative decision-making legality reviewers to perform their duties. In this regard，improvements should be made in terms of safeguarding public rights，exerting judicial functions，strengthening public power constraints，and enhancing legal thinking.
