The Fourth Plenary Session of the 19th Central Committee of the Party clearly pointed out that the fundamental status of competition policy should be strengthened and a fair competition review system should be implemented. In order to promote the optimization of the business environment，the Beijing Municipal Bureau of Finance has actively strengthened the fair competition review work，the drafting department and the review department “dual check”，professional institutions and the rule of law work “dual intervention”，incremental policy and stock policy “dual control”，and the system construction and practical operation “dual advancement” have achieved certain results. In order to better implement the fair competition review work and embed the fair competition review system in the financial policies and measures，the Beijing Municipal Bureau of Finance，in combination with fiscal work practices，recommends detailed economic activities，encouragement of application，strengthened solicitation of external opinions，and proposed exception application guidelines To strengthen the effectiveness and binding force of fair competition review.
