In order to systematically and comprehensively evaluate the preparation and release of the annual report on the construction of the government under the rule of law，the Innovation Project Team on Rule of Law Indices，CASS Law Institute have conducted a third-party evaluation of the annual report on the construction of the law-based government for the fourth consecutive year since 2017. The 2020 assessment found many bright spots. The evaluation objects generally released annual reports，and the proportion of timely releases increased compared with the previous year. Some evaluation objects set up annual report columns，and the standard reaching rate of some evaluation objects and the overall indicators of some evaluation objects are higher. However，some issues found in this year’s assessment still require government agencies to pay attention. Such as failure to publish on time，the main channel and name of the publishing body are not unified，lack of content，or the same level，need to be taken seriously and corrected as soon as possible. In the future，the compilation of the annual report on the construction of the law-based government should follow the path of institutionalization and standardization，strictly implement the release responsibilities，and clarify specific standards.
