In order to accurately evaluate the transparency of local people’s congress legislation，promote local scientific legislation，democratic legislation and legislation according to law，and promote the continuous improvement of local legislative system，this article evaluates the portal websites of the standing committees of the people’s congresses in 31 provinces，autonomous regions and municipalities. The evaluation found that the local people’s congress has made significant progress in the construction of the law database，interpretation of the law，legislative evaluation，and the completion of the legislative plan，but there are still problems in terms of laws and regulations publicity，democratic legislation and legislative summary. This article suggests that the standing committee of local people’s congress should further improve the awareness of publicity，change the concept of publicity，further strengthen learning and reference，improve the level of publicity，further conduct public inspection and unify the standards of publicity.
