From 2000 to 2018，Hainan’s ratio of the comprehensive data of the basic public services and social security to total expenditure of public finance rose from 34.90% to 51.95%. The average annual growth of the expenditure for public culture，health and social security was higher than the annual growth of the expenditure of public finance；but that of the expenditure for public education was lower than the annual growth of the expenditure of public finance. The regional gaps of the expenditure for public education，culture，health and social security in per capita value were all extended. Ternary employment rate of the employed persons in non-private units，private units and self-employed individuals in Hainan rose from 31.48% to 54.92%. The regional gaps of the average wages in non-private units and private units，total household consumption in per capita value were reduced，but that of the household income in per capita value was extended. The urban-rural per capita ratio of the household income and total consumption were all reduced. The ranking of the balanced development of the society-building：in the provincial lateral evaluation of ideal value without urban-rural and regional gap，Hainan ranked the 2nd；in the provincial vertical evaluation of self-base value in 2000，2005，2010，2015 and 2017，Hainan ranked the 11th，7th，15th，13th and 2nd respectively.
