In 2019，the construction industry of Shandong Province has made concerted efforts to overcome difficulties. The industry development speed is obviously accelerated and the development quality is obviously improved. The total output value of the construction industry in Shandong Province is 1.43 trillion yuan，with a year-on-year growth of 10.6. The scale and growth rate of the output value rank among the top in the country. The added value of the whole industry accounts for 7.7% of the GDP of the whole province，and the position of the pillar industry is obvious. This report reviews the basic situation of the industry development from the aspects of output value，added value，total tax payment and number of enterprises. According to the actual development，the paper summarizes the development characteristics of the reform measures，such as the obvious effect of the reform measures，the practical reduction of the enterprise burden，the continuous optimization of the business environment，the steady improvement of the project quality，and the stable construction safety situation. For the next step of work，it puts forward some development suggestions，such as cultivating industry development backbone，expanding industry development space，promoting transformation and upgrading，increasing financial support，accelerating personnel training，and optimizing development environment.
