Health insurance is an important part of health industry and plays an important role in serving health reform and health strategy in China. Governments at all levels and relevant functional departments intend to enhance the level of public service delivery and public health governance through the play of the social management role of insurance. Typical case analysis shows that insurance companies all take the “difficult point” and “pain point” in the government work as the starting point，the intervention of insurance companies makes public health management more than one main body，health insurance has become a market-oriented alternative to government governance society or a beneficial supplement. However，because this kind of insurance project has the specialty strong，the clause development difficulty and so on the characteristic，the health insurance social management function in the public health domain has not got the full play，needs to have the specialized strength health insurance company to dig deeply. In terms of government departments，it is suggested that the competent departments of relevant industries should not only make policies，but also regularly summarize typical successful cases. From the perspective of insurance companies，it is necessary to improve the political standing，the construction of service health in China as the core work to grasp，strengthen professional talent training and input，explore the path of professional development，and work with government departments to serve health insurance public health governance system and governance capacity modernization.
