The special education in Macao Special Administrative Region (SAR) has been developed for fifty years. As at the academic year 2019/2020,all public schools and half of the private schools have been implementing inclusive education. The Macao SAR government has provided extra financial subsidies,professional support,teacher training,as well as administrative guidelines to encourage and support schools for the implementation of inclusive education. The characteristics of the inclusive education in Macao SAR are comprehensive financial subsidies,all-rounded professional support,systematic teacher training,inter-professional team building,and regulations on the use of subsidies. Yet,lack of legal protection on the quota for inclusive students,deficiency of compulsory teacher training,insufficiency of local professionals,and scarcity in the support from the tertiary institutions are major issues that suffocate the development of inclusive education in Macao SAR. Recommendations on the perfection of the regulations,revision on the mode of teacher training,strengthening of professional collaboration and talent development,promotion of parent education,and scale up the support from tertiary institutions are given from the report.
