Taking the development and practice of inclusive education in Jiangsu Province for more than 30 years as the research object,this report reviews the development process of inclusive education in Jiangsu Province,which has experienced three stages of “practice start”,“connotation development” and “quality improvement”,and summarizes the experience and achievements in the process from “integrated education” to “learning in regular classes” to “inclusive education”. This paper analyzes and summarizes the innovation and characteristics of the development of inclusive education in Jiangsu Province,which are mainly reflected in:highlighting government responsibility and innovating administrative mechanism;implementing educational equity and innovating system construction;expanding service objects to benefit children with special needs;strengthening supervision and evaluation,focusing on quality improvement;paying attention to professional guidance and giving full play to the role of colleges and universities;attaching importance to public opinion propaganda and promoting social integration. According to the development status quo,this paper analyzes the problems and challenges in the development of inclusive education in Jiangsu Province. Taking the national special education reform Experimental Zone in Nanjing as an example,this paper puts forward some suggestions and strategies to promote the development of inclusive education.
