This report first reviews the development history of inclusive education in Shanghai since Reform and Opening up，and explains the current situation of inclusive education in preschool，compulsory，high school and higher education. Then，it analyzes the characteristics and innovations of inclusive education in Shanghai，including continued refinements to education system，promotion of service，improvements to education force，etc. Finally，it provides suggestions to further refine inclusive education system，enhance professional service and improve quality of inclusive education. This report also introduces a practical case of innovation driving development of inclusive education in Baoshan district，Shanghai.
