In the past 40 years, inclusive education for persons with disabilities in China insists on taking root in the land of China, actively exploring in light of China’s actual situation, and gradually forming a mode of taking regular classes as the main practice mode. After the budding period, the development period and the transition period,it has now entered the deep water zone of reform. With compulsory education as the key task, major breakthroughs have been made in various aspects such as the enrollment rate of persons with disabilities, the types of disabilities, the quality of regular classes, and the guarantee of regular classes;with the expansion of pre-school education, high school education, higher education, and vocational education, the number of persons with disabilities, financial support, and system guarantees have been improved. Facing the new trend, new situation and new changes,China’s inclusive education is facing challenges and problems such as a sound rule of law, increased funding support, curriculum and teaching reform, and improvement of support and security systems. Based on this,a series of reforms need to be promoted from the inside to the outside. This not only necessary to enrich the connotation of inclusive education, but also to build external systems and support related resources to jointly promote the development of inclusive education.
