2019 was the first year of a new era for the development of Persons with Disabilities with Chinese characteristics. This report describes the overall development of Persons with Disabilities in China in 2019，calculates the Development index of persons with disabilities in China and provincial indexes，analyzes the obstacles facing the development of persons with disabilities in China，and finally gives an outlook for the development of persons with disabilities in China during the 14th five-year Plan period. The research results show that China’s undertakings for persons with disabilities have made substantial progress，The results of the study show that the cause of persons with disabilities in China have made substantial progress.

The development index of persons with disabilities has risen from 44.9% in 2008 to 71.5% in 2018.

The survival guarantee index，development promotion index and service support index of persons with disabilities are 40.4%，53.4%，and 40.7% respectively in 2008，rising to 75.9%，65.3%，72.3% in 2018；the balance index of the development of persons with disabilities increased from 48.29% in 2015 to 51.97% in 2018. Since 2015，persons with disabilities cause have maintained rapid development in China，with the balanced development index rising steadily. In 2018，the overall balanced development index was 51.97%，3.68 percentage points higher than that of 2015，showing a gradual increase.
