生态补偿制度是我国环境保护工作的一项基本制度，为响应《国务院关于落实科学发展观加强环境保护的决定》要求，近年来，四川省一直积极探索建立流域水环境生态补偿机制，并取得了一定成效。本文梳理了《四川省“三江”流域水环境生态补偿办法（试行）》实施以来在水环境质量改善等方面取得的成效，以及执行过程中形成的成功做法，同时，指出该办法实施以来存在的改进空间，并提出建议。
<<The mechanisms on eco-compensation is a basic mechanisms in China. In response to The State Council’s Decision on Implementing the Scientific Development Concept and Strengthening Environmental Protection，Sichuan Province has been exploring the establishment of eco-compensation mechanisms for basin water environment in recent years，and has achieved certain achievements. This article summarizes the achievements，the successful practical experiences，and the problems since The Measures on Water Environment Eco-Compensation of Sanjiang River Basin in Sichuan Province implemented，and gives suggestions.
