With the deepening of the construction of Giant Panda National Park，it is urgent to solve the problem of collective forest circulation. In the plan of Giant Panda National Park，the collective forest not only occupies the core protected area of Giant Panda National Park，but also plays an important role in the construction of Giant Panda National Park. Based on the physical investigation and related policies of collective forests in Caoyuan Village，Huangyangguan Tibetan Ethnic Town，Pingwu County，Mianyang City，Sichuan Province，this paper demonstrates the status and willingness of community collective forests at a micro level，and discusses the transfer of collective forests to nature reserves from different dimensions. The feasibility of the management department puts forward information and reflections from the bottom up for collective forest land management in the future Giant Panda National Park，and explores a new way of collective forest circulation.
