Countries all over the world have entered an aging society. Japan’s elderly population is increasing rapidly, and the healthy life span and average life expectancy are increasing year by year. The aging of the population is accelerating faster than that of Japan, and the population growth will peak in a few years. China entered the aging society later than Japan, but its development trend is faster than that of Japan. However,China and Japan have similar pension concepts, and Japan’s experience and lessons are easy to learn from. In the aspect of solving the problem of aging,Japan strives to perfect and reasonable social security;the growth of social security fund is basically synchronized with the changing trend of aging society;the implementation of national health insurance can make the elderly go to hospital without worry;actively promote the participation of the elderly in society to alleviate the pressure brought by the aging society. In order to solve the problem of home-based care in China,we should not only consider the actual national conditions and the development trend of aging society, but also actively learn from the successful experience of other countries, especially Japan.
