    2020年新型冠状肺炎疫情对中国健康城市环境管理工作的影响

    摘要

    新型冠状病毒肺炎疫情的全球大流行,给全球的公共卫生带来沉重的压力,也给城市环境管理带来巨大考验。虽然我国疫情出现较早,但在疫情防控方面取得了世界瞩目的成就。由于新型冠状病毒的传播速度较快,尤其在城市地区,暴露出城市管理各领域在应对新发传染病防控方面的不足。城市环境管理体系在新冠肺炎疫情防控过程发挥了重要作用,本次抗疫过程也给城市环境管理体系建设提供了重要启示:多学科协作,提升城市突发公共卫生事件的研判及管理能力,强化科技支撑;多部门联动,提升城市突发公共卫生事件的处理统筹与能力;多方位防护,增强城市防范突发公共卫生事件的能力;多渠道宣传,提升城市突发公共卫生事件的服务、跟踪与引导能力;多维度建设,提升面向公共健康的城市与社区治理与应对突发公共卫生事件的能力;多体系完善,强化城市应对突发公共卫生事件的系统性。 <<

    Abstract

    Corona virus disease 2019 (COVID-19) has become a global pandemic already,which cause great public health burden worldwide. COVID-19 outbreak was relatively earlier in China than other counties,however,our country has obtained a great achievement on COVID-19 containment. Especially in the studies on the virus source,transmission route,pathogenic characteristics,drug and vaccine development,China had great performance in providing important fundamental information and scientific support for other countries to make the related policies. Due to the rapid transmission rate of COVID-19 in some urban areas,certain inefficiencies of urban management on the emerging infectious diseases are under discussion. The urban environmental management system plays an important role in the prevention and control of the new epidemic situation,and this anti-epidemic process also provides important enlightenment for the construction of the urban environmental management system:multi-disciplinary cooperation,to improve the research and management ability of urban public health emergencies,to strengthen the support of science and technology;multi-sectoral linkage,to improve the handling and coordination of urban public health emergencies;multi-directional protection,to enhance the city’s ability to prevent public health emergencies;Multi-channel publicity to improve the services,tracking and guidance of urban public health emergencies;multi-dimensional construction to enhance the capacity of public health-oriented urban and community governance and response to public health emergencies;multi-system improvement to strengthen the city’s response to public health emergencies in a systematic way.
