由于文化和旅游部以及全国各级管理机构在2018年刚组建,加之业界对文化旅游和广义旅游的区别尚处于摸索中,因此有必要从宏观视角进行理论性探索和具体分析。本报告首先勾勒文化旅游的范畴,对其范畴的界定或可作为管理部门和业界从事研究、规划、实施、统计的参考。秉持报喜也报忧的客观态度,本报告从更开阔的视野来分析当前文化旅游发展现状,着力从全局中提炼迫切需要解决的问题以及当今面临的机遇与挑战,指出可行性方向并且尽可能提供可借鉴的对策。在概述文旅融合、跨界协作发展,以及文旅助推经济增长、生态文明建设、国家外交战略实现的积极作用后,指出当前博物馆旅游中存在的娱乐化和商业化现象,以及海外品牌对本土主题公园旅游的冲击。针对文化旅游发展中冒文旅之名的房地产开发、伪造的文化旅游景区、强迫式的文化旅游消费、过度的商业化与庸俗化等不良现象,提出应平衡文旅发展和文化遗产保护,“文创热”下应关注产品品质和知识产权,建立科学的、独立的文化旅游统计体系,关注养生文化旅游和高端定制旅游两个业态的崛起等战略性建议。
<<Since the Ministry of Culture and Tourism and administrative organizations at all levels were only established across China in 2018,the industry is still in the process of exploring distinctions and possibilities for collaboration between cultural tourism and general tourism. It is thus necessary to put forward a theoretical exploration and specific analysis from a macro perspective. This paper first defines the category of cultural tourism,a definition which may be further used as a criterion for related administrations and industries to study,plan,implement,and adopt to gather statistics in the future. Through an objective examination of both positive and negative aspects,the author analyzes the present situation of cultural tourism development from a broader perspective,trying to identify urgent problems as well as current opportunities and challenges. The paper concludes by offering potential directions forward while providing the best possible countermeasures for reference.
