The construction of government under the rule of law has changed to governance，and the modernization of state governance system and governance capability has been improving steadily. However，construction of government under the rule of law by ministries and commissions of the State Council is facing new chances and challenges，which is still a developing process. Leadership of the CPC in the construction of government under the rule of law shall be further strengthened，country under the rule of law，government under the rule law and society under the rule of law shall be further coordinated，connection of legislation，decision，administration and justice shall be further deepened，and digitization of construction of rule of law by ministries and commissions of the State Council shall be further proceeded through boosting Internet plus government services and breaking the island of information.
