From 2014 to 2019，under the leadership of the CPC Central Committee and the State Council，each ministry and commission of the State Council has been always conducting construction activities under the rule of law and strengthening the implementation of Outline of the Implementation of Construction of Government under the Rule of Law（2015-2020），which has made a significant progress in the construction of government under the rule of law. Based on the annual report on the construction of government under the rule of law by Ministries and Commissions of the State Council（2014-2019），main achievementsshall be concludedfrom the following perspective：leadership of CPC，fully perform government functions according to law，perfection of the system of administration according to law，administrative decision-making，administrative law enforcement，supervision and accountability，social conflict resolutionandlaw popularization.
