As a city area with obvious international characteristics and high international influence，it is of great significance to build an international talent system of CBD to promote the expansion and opening of service industry. On the basis of clearly defining the connotation and characteristics of CBD international talent system，this paper analyses the status of CBD international talent system. Based on the Motivation-hygiene theory，the framework of CBD international talent system is proposed. Under the background of promoting the opening of service industry，some suggestions about the construction of CBD international talent system are put forward from hygiene factor and motivator factor.
