The research group has established multiple secondary indicators and tertiary indicators under the primary indicator “Institutional System Of Administration by Law”，from the establishment of regulations to the implementation of the system，examine the specific scores of local governments. The evaluation found that the basic institutional system of 100 cities is becoming more and more perfect，the formulation process is more democratic and transparent，the management is more standardized，the two-way restriction of quality and quantity is emphasized，and fully guarantee the legality of entities. At the same time，there are also problems such as the low level of effectiveness of the basic management system，the poor implementation of systems such as public hearing of opinions，three unifications，and recording review，and the general illegality of administrative normative documents in individual fields. The evaluation recommends further improving and perfecting the basic procedural system，maintaining the legal red line of the rule of law，increasing participation in the formulation process，improving the quality of the system，strictly controlling the quantity，improving the informatization level and execution of the government system，and launching unified legislation for administrative normative documents.
