The 2014-2019 evaluation inspects the organizing and leading situation in the construction of the law-based government from different levels overall. The evaluation results show that the CPC’s leadership in advancing the construction of the law-based government is increasingly prominent in recent years，the governments at all levels have made considerable progress in strengthening the organizational guarantee for the construction of the law-based government and improving the implementation mechanism，the work of assessing the administration by law has been advanced in an orderly manner，and the construction of the law-based government has achieved remarkable results. However，some of the assessed cities still have some problems，such as the leading position of the rule of law has not been fully reflected，the initiative of the construction of the law-based government needs to be further improved and the intensity of the implementing the assessment of the administration by law is weak. Based on the findings，the evaluation recommends that the political position of the construction of the rule of law should be further improved，the join force of the party committee，the People’s Congress，and the government to promote the construction of the law-based government should be fully promoted and the organization and leadership mechanism of the construction of the law-based government should be implemented.
