    2020年中国教育改革和发展报告

    摘要

    2020年是中国“十三五”规划的胜利收官之年,也是决战脱贫攻坚、决胜全面建成小康社会的关键之年。受突如其来席卷全球的新冠肺炎疫情的冲击,2020年是中国教育极不平凡的一年,充满机遇与挑战,全年的教育关键词应该是“线上”与“线下”、“应对”与“变革”、“过去”与“未来”、“总结”与“规划”。总体来看,作为承上启下的关键年份,2020年中国各级各类教育事业在艰难中依然稳步发展,诸项教育发展既定目标圆满实现,这体现在实现县域义务教育基本均衡、建档立卡贫困家庭辍学学生全部清零等诸多方面。与此同时,2020年中国教育改革进入真正意义上的“深水区”,从“规模”走向“质量”的教育发展使教育核心改革力度加大,使2020年成为名副其实的“教育改革年”,这主要集中体现在教育评价、教育督导以及各学段教育结构深层改革方面。相信“十三五”时期教育发展规划的完美收官,将给“十四五”时期中国教育的高质量发展奠定深厚基础。

    Abstract

    2020 is the year when China’s 13th Five Year Plan (2016-2020) ends successfully,and it is also a crucial year to fight against poverty and build a moderately prosperous society in an all-round way. The outbreak of the Covid-19,which has been sweeping the world,poses unusual challenges and provides opportunities as well. The key words of education development are “online” and “offline”,“coping” and “changing”,“past” and “future”,“retrospection” and “planning”. On the whole,as a key year connecting the preceding and the following reform plan,China’s education at all levels and all categories has made steady development in 2020 despite all kinds of difficulties. And all the set goals of education development have been successfully completed,which is reflected in the realization of the basic balance of compulsory education in counties’ level,and the elimination of the number of dropouts from poor families. At the same time,in 2020,China’s education reform has entered a real “deep-water area”. The development of education from “scale” to “quality” has intensified the effect of the reform,making 2020 a year of significant education reform,which is mainly reflected in the aspects of education evaluation,education supervision and comprehensive reform of educational structure in various stages. It is believed that with the ending of educational development during the 13th Five Year Plan Period,it will lay a perfect foundation for the high-quality development of Chinese education during the 14th Five Year Plan Period.
