Since 2017，Party General Secretary Xi Jinping has made two inspection tours and given important speeches in Shanxi Province，pointing out the direction of high-quality transform and development in and bringing unprecedented development opportunities to Shanxi Province. In the new era of ruling the country by law in an all-round way，Party committees and governments at various levels in Shanxi Province have attached high importance to the construction of the rule of law and advanced the construction as part of the overall governance plan of the province. As a mid-western province，Shanxi Province has done many things in the construction of the rule of law that many eastern provinces have not yet done or have not done better. The reform practice of Shanxi Province in the field of the rule of law is an effective response to the key points of the arrangements made by the CPC Central Committee for ruling the country by law in an all-round way and a concrete practice of the law-based modernization of state governance system and capacity in the province，providing a strong impetus for the economic，political，cultural，social and ecological development in the province，a satisfactory “Shanxi answer” to the question of how to raise the efficiency of governance by means of the rule of law，a model of construction of the rule of law for other regions in the country，as well as a reference for the top-level design of the construction of the rule of law at the national level.
