Good business environment is an important basis of high-quality development. A World Bank report shows that a good business environment can help investment grow by 0.3 percent and the GDP growth rate to rise by 0.36 percent. In recent years，the Government of Hejin City of Shanxi Province has resolutely implemented the relevant strategic arrangements made by the CPC Central Committee，the State Council，the Provincial Party Committee，the Provincial Government，and the Party Committee and Government of Yuncheng City，taken “two concentrations and two in-places”，“Internet plus government service”，“Internet plus regulation”，and “reform aimed at relative centralization of administrative licensing power” as the keys，adopted a series of measures to continuously deepen the reform of the administrative approval system，optimize business environment and invigorate the local market.
