In recent years，the relevant departments under the Government of Gaoping City，taking “the reform aimed at relatively centralizing administrative licensing power” as the key support point，focusing on the task of constructing the rule of law in Gaoping under the “Three Tough Battles and Two Creations” campaign launched by the Municipal Party Committee and Municipal Government，and taking advantage of demonstration activities in the construction of the law-based government，have made the reform of the administrative approval system the breakthrough point of optimization of business environment，carried out bold innovations，adhered to the transformation of government functions，made steady progress in implementing the system of “one stamp for approval”，promoted the upgrading of local business environment through the reform of the administrative approval system，and guaranteed the transformation and development of local economy with the rule of law thinking. The “one stamp for approval” reform model of Gaoping City is replicable and widely applicable and has been implemented in an all-round way in the whole province and attracted broad attention in the whole country. However，restricted by the quality of relevant personnel and the intrinsic law of the reform itself，currently the reform of the administrative approval process still remains at the stage of “reduction，merger and sorting out” and no subversive reconstruction of the existing administrative approval model has been carried out. At the next stage，the Government of Gaoping City will further deepen the reform of the administrative approval system by focusing on enhancing the capacity for regulation and service，building the credit system，and optimizing and reducing the restrictions on administrative approval.
