The reform aimed at streamlining administration，delegating powers，improving regulation，and upgrading services in the field of higher education is a concrete embodiment of the strategy of ruling the province by law in this field. In recent years，the Education Department of the Government of Shanxi Province has closely cooperated with relevant departments to actively explore new methods and new paths of the reform in the field of higher education，established the idea of modernization of education governance，expanded the employment autonomy of institutions of higher learning，supported Shanxi University and Taiyuan University of Technology in taking the lead in implementing the pilot reform on the staff system，and developed a mechanism for combining different measures to solve difficult problems in the reform.
