    2019年通过“四个最严”维护食品安全的山西实践

    摘要

    民以食为天,食以安为先。2019年以来,山西省认真贯彻落实党中央、国务院有关食品安全工作的决策部署,坚持问题导向,严守安全底线,把“四个最严”要求落实到食品安全工作的各个环节,落实党政同责,不断建立健全食品安全监管体制,严格落实食品生产经营者主体责任,积极构建食品安全社会共治体系,扎实开展十大专项攻坚行动,推动产业加快发展。从对策建议角度,全省食品安全工作要进一步坚持问题导向,重点在构建高效工作体系、推进责任落实、加大惩处力度、提升防范化解能力等方面下功夫。

    Abstract

    Food is the paramount necessity of the people and safety is the people’s paramount concern about food. Since 2019,the Government of Shanxi Province has conscientiously implemented the decisions on and arrangements for food safety work made by the CPC Central Committee and the State Council,adhered to the problem-orientation,strictly held the bottom line of food safety,implemented “the Four Strictest Requirements”(the requirements on the strictest standards,the strictest regulation,the strictest punishment and the strictest accountability) in all links of food safety work and the system whereby both Party committees and governments assume responsibility for food safety problems,continuously improved the food safety supervision system,strictly implemented the system of principal responsibility of food producers and distributors,actively built a food safety social joint governance system,made steady progresses in carrying out ten major special food safety campaigns,and promoted the development of the food industry. The report suggests that the provincial government should continue to be problem-oriented in its food safety work,make further efforts in building an efficient working system,implement the responsibility system,impose heavier punishments on violators,and enhance the capacity for preventing and solving the relevant problems.
