In 2019，under the strong leadership of the provincial Party Committee，government departments in Shanxi Province at various levels studied and implemented in a deep-going way Xi Jinping’s new ideas，new thoughts and new strategies of ruling the country by law in an all-round way and took the lead in the whole country in making breakthroughs and producing actual results in many aspects of the work of ruling the province by law，thereby providing a solid rule-of-law safeguard for realizing good governance，prosperity and high-quality economic transformation and development in the Province. People’s congresses at various levels and their standing committees adhered the Party’s leadership over the legislative work，perfected the legislative mechanism，strengthened local legislation，promoted development and good governance with good law，and further improved intra-Party regulations and institutions and the local legislative system，thus laying a solid foundation for ruling the province by law in an all-round way；governments at various levels and the departments under them made continuous progresses in constructing a law-based government in a focused and step-by-step way；judicial organs at various levels focused their efforts on servicing and safeguarding development，strengthened supervision over law-enforcement，speeded up the adoption of smart technology，further advanced comprehensive supporting reform of the judicial system，and raised the judicial credibility. They also implemented in a deep-going way the Seventh Five-year Plan for the Publicity of Law，strengthened the study and publicity of the Constitution，laws and administrative regulations，further enhanced the atmosphere of respecting the law，abiding by the law，studying the law and applying the law by the whole society；carried out the special campaign against organized crimes，practiced and developed the “Fengqiao Experience” in a new era，and created a good situation of publicity of law and governance by law in the province.
