Promoting institutionalization of voluntary service is proposed in the report of the 19th Central Committee of the CPC，and improving voluntary service system is emphasized at the fourth Plenary Session of the 19th Central Committee of the CPC. Guangzhou’s experience on promoting institutionalization of voluntary service lies in continuously strengthening integrated collaboration of voluntary service organizations in city，district，subdistrict（town）and village，improving laws and regulations to ensure reasonable rights of volunteers，laying stress on quality organizations and programs to fully play their exemplary roles，emphasizing on talent cultivation and establishing a systematic and progressive volunteer training system to improve capability of voluntary service，fully taking advantages of information technology to empower voluntary service and provide technical support for accuracy and specialization of voluntary service，and establishing time bank.
