Short after the COVID-19 spread，charitable organizations began to involve in the epidemic prevention and control and played an irreplaceable role. This report categorizes the policy process into three stages：mobilization，regulation and guidance. Charitable organizations participate in epidemic prevention and control through introducing social resources，organizing voluntary service，providing psychological assistance and supporting the poor etc. This report tries to summarize the main experience in the end including policy advocacy，strengthening regulation，providing philanthropic service，stressing on cooperation between government and the society and the cooperation among charitable organizations.
