Up to the Dec.31st 2019，the number of charitable organizations recognized in both municipal and district level reached to 153，among which 48 organizations were newly added in 2019. It shows a faster growth compared with the data of 2018. A few development features of charitable organizations are shown as follows. Firstly，the number of charitable organizations registered in district level increases but the distribution in different districts are not balanced. Then，the development quality of different organizations is uneven and the number of organizations with 3A and above accreditations is small. As response，this report suggests that reform and innovation on charity federations should be made with more efforts and fully play their function as pivots. Besides，this report proposes to accelerate the professional and specialized talent cultivation for foundations and make foundations engines for charity innovation，and widely promote evaluation policy for social organizations and improve participation rate of evaluation. What’s more，energizing grassroot government，integrating charity into the whole system of grassroot governance and public service are put forward as well，so as to form a policy supporting system with cooperation of municipal，district and sub-district.
