To build an inclusive city in my country，especially Beijing，it is necessary to promote the integration and development of new urban immigrants，and social organizations play an important role in this process. This report is based on the analysis of the Beijing collaborator’s “Migrant Workers’ Anti-epidemic Rescue Operation” case analysis，combing and analyzing the disater management concepts，strategies，models and action history of the collaborator’s rescue operation，and recognizes that the professional social work organization represented by the collaborator is rooted in the grassroots，Has advantages and irreplaceable social functions in serving “vulnerable” people，and actively promotes the inclusive development of new urban immigrants. Further research shows that there are still many social organizations trying to play their social functions but are “powerless” in the new crown epidemic. How to make the majority of social organizations play a full role in the process of promoting the inclusive development of new immigrants needs further research. In response to this，this report puts forward several countermeasures and suggestions：take “collaborators” as a model，cultivate and guide professional social work organizations to actively participate in new immigrant services；promote public welfare “1+1”，build a public welfare ecological chain，and explore an overall response mechanism to social issues；In the post-epidemic era，we will strengthen normalized prevention and control，and use social organizations as the axis of tripartite linkage and linkage of the three agencies.
