The logic of the Belt and Road is to transcend and turn the traditional world order composed of a center and its periphery，into “decentralized” one，in which the peripheral nodes are connected into a network. All previously marginalized countries are now becoming equal nodes（or signal centers）connecting and interacting with each other. Thus，they can enjoy unprecedented fairness and inclusiveness. The new and comprehensive opening-up of China will surround the construction of the BRI，linking the land and sea，making the East and West of China support each other. Shanghai is best equipped to become a testing ground for new opening-up policies and an excellent business incubator for the BRI. A common virtue of all excellent enterprises is a strong sense of entrepreneurship. After several years of development，the more mature BRI has been set new and higher standards，prioritizing systematic and multi-layer development. It will pay more equal attention to introducing businesses into China and sending Chinese firms abroad. Based on connecting infrastructure of those BRI countries，the initiative will lead to more institutional coordination. Therefore，Shanghai should try its best to meet such new requirements and make targeted efforts so that it can make breakthroughs in key fields and accumulate a number of convincing and successful cases，which together could form a Shanghai model for participants of the BRI.
