As the general guidline for China’s opening-up and international cooperation in the new era，the Belt and Road Initiative（BRI）can also be regarded as as China’s exploratory attempt to achieve high-quality and sustainable rise in the future. Since the BRI has entered into the phase of high-quality development，the building of Shanghai Science and Technology Innovation（STI）Center is loaded with new tasks of further advancing the BRI. The three new major tasks assigned from the central government to Shanghai at the end of 2018 offer strategic opportunities for Shanghai to enormously increase its urban functional level and core competitiveness. They will also promote Shanghai’s building into a gobal STI center that lays a solid foundation for high-quality development of the BRI. With detailed policy measures，optimized division systems and enhanced performance evaluation，Shanghai STI Center is equipped with new functions to better serve the development of the BRI. In the long run，Shanghai needs to focus its efforts on innnovation sourcing excellence，to make the building of a global STI center new momentum for Belt and Road.
