As the most developed region in China，Shanghai during its service for “Belt and Road” initiative，not only should pay attention to the meeting with global advanced standard and guiding the high quality development of “Belt and Road” Initiave，but also put emphasis on the formation of its own role as guiding benchmark which motivate the regional industrialization and sustainable development in developing regions，especially in Africa to consolidate the foundation of China’s diplomacy. Since the proposal of Belt and Road Initiative，the trade and investment relation between Shanghai and Africa has maintained a stable and progressive relationship，which plays positive role in Africa’s urgently needed field such as fuding and talents，which contributes to fulfillment of Africa Union’s Agenda 2063 and UN 2030 Agenda. However，Shanghai still has a huge room to enhance compared with other provinces in China and the future emphasis should center on the clarification of strategic position and work routine and specification of action pan.
