Institutional openness will optimize the combination of productive factors and a key innovation for the enhancement of high quality development. Shanghai Lin-gang Special Area demonstrates the developmental concept of institutional openness and experimental economic policy. Under current situation，it is necessary to optimize and design from the perspective of institutional openness and study the reform area and direction of n Shanghai Lin-gang Special Area as the economic region with special assignment. Based on the function and duty of national strategy and Shanghai reform，the article explores the new position for Shanghai Lin-gang Special Area to serve Belt and Road Initiative to fulfill its “Bridgehead” function，which will exert positive impact in guiding the development of real economy and safeguarding the industry security. The article also studies the new path for open of capital market to guide the coordinative innovation of industry and integration of Yangtze Delta region. The safeguard of imported risks during openness and new duty to serve the financial security along BRI countries will also be covered in the research.
