Employment related to Economic development and social stability are the basis of people’s livelihood. The employment subsidy policy in Beijing has been implemented earlier and various new policies have been introduced frequently in recent years. The employment subsidy expenditure has increased year by year and the coverage of the population has become wider and wider. It has become an important policy tool for the government to promote the balance of the labor market. This paper takes the stable employment subsidy，the individual’s flexible employment social insurance subsidy and the public welfare post subsidy directly developed by the government as the research object，and based on the policy practice of Chaoyang District. The article establishes an employment subsidy policy evaluation system，which combined with the statistics of the subsidy expenditure over the years，the results of the questionnaire survey of the subsidy object，and the interview content of the staff. After a full-process evaluation of the Beijing employment subsidy policy，the stable subsidy policy is generally better than the public welfare post subsidy，and the flexible employment subsidy policy ranks the last. By comparing and analyzing the advantages and disadvantages of various subsidy policies，and exploring the improvement direction of subsidy policies，it is proposed that the employment subsidy policy should continuously strengthen the evaluation and supervision，convenient application process，precise crowd positioning，establish the exit mechanism，and scientifically strengthen the subsidies to the employers. We will give full play to the role of public welfare jobs to subsidize the resettlement，improve the employment subsidies for individual workers. And thus we might achieve the ultimate goal of promoting employment and stabilizing employment.
