Luoyang National New & High Tech Industry Development Zone has good cultural tourism genes. The three expansions of the zone have expanded the necessary carriers and space for the integrated development of culture and tourism. In terms of integration of culture and tourism，the high-tech zone has a very good foundation and unique advantages. It has a long history and rich culture，relatively rich cultural and tourism resources，various highlights in the cultural and tourism industry，unique advantages in scientific and technological research，gradual improvements in public services，and the vitality brought out by the “3 in 1” zone model. However，due to the constraints of historical positioning and insufficient function，the high-tech zone is still at a disadvantage in integration of culture and tourism. And with integration becoming a national strategy，the attraction of Luoyang’s cultural tourism sub-central cities is increasing，and the high-tech zone is facing a good opportunity of achieving cultural and tourism integration and catch up with other districts. Therefore，good top-level design and organizational structure for cultural and tourism integration are needed. We need to deepen integration and practice the new concept of cultural and tourism development；we also need to highlight our advantages and cultivate new momentum for cultural and tourism integration.
