洛阳国际文化旅游名城建设经历了孕育、提出、全面实施和进一步提升四个阶段的发展,其文化旅游业、文化事业、文化产业、文化旅游品牌创新能力、文化旅游生态环境和文化旅游融合模式等各项工作都取得了较大的成绩,但同时也存在对传统历史文化研究不够、学科引领能力不强,国际化程度偏低、开放程度不够,文旅服务体系有待完善、文旅服务质量有待提高,文旅融合产业链条较短、文旅融合经济效益不明显,城市知名度不高、宣传营销力度需要加大等问题,因此,本文从以下五个方面探讨了洛阳文化名城下一步建设的发展方向:借鉴外地经验,完善博采众长、前瞻性强的顶层设计;引进培养并举,打造专兼结合、文旅皆通的文旅智库;挖掘活化文物,夯实会展遗址、河洛典籍的文化载体;创新口号渠道,营造精准立体、虚实多元的宣传体系;文旅深度融合,增强服务为本、链条完整的动力载体;叫响文旅品牌,进一步提升洛阳印象、洛阳风味的域外影响力。
<<The construction of Luoyang as an internationally recognized cultural tourist attraction city has undergone four stages of development,namely incubation,proposal,full implementation and further improvement. It has achieved great results in cultural tourism,cultural undertakings,cultural industries,cultural tourism brand innovation capabilities,cultural tourism ecological environment,integral model of culture and tourism and other works. But at the same time,there are problems such as insufficient traditional historical and cultural studies,weak discipline leadership,low degree internationalization,and inadequate openness. Moreover,the cultural and tourism service system needs to be improved;the cultural and tourism integration industry chain needs to be enhanced;the economic benefits of cultural and tourism integration are not obvious enough;the city is not sufficiently well known,so the promotion and marketing efforts need to be increased. Therefore,this article explores the development direction for further development of construction of Luoyang as an internationally recognized cultural tourist attraction city in the following aspects:to learn from other cities’ experience and strengths;to improve forward-looking top-level design;to import and cultivate simultaneously;to build a cultural and tourism think tank that combines professionalism and amateurism;to excavate and utilize cultural relics;to exploit the use of exhibition sites;to consolidate the cultural carrier of Heluo classics;to innovate slogan channels;to create a precise,three-dimensional,multi-faceted publicity system;to deepen integration of cultural and tourism;to enhance the service-oriented and complete power carrier;to promote the cultural and tourism brand;to further enhance the international fame of Luoyang’s impression and flair.
