Early childhood development is vital to the formation and healthy growth of individual abilities，and influences on the country’s human resources and competitiveness. Early childhood development，rather than welfare relief，is an essential social investment and anti-poverty approach，which has huge economic and social benefits. The earlier the investment，the higher the return. Whether for the completion of the “poverty alleviation” task in 2020，or for China’s transformation from becoming rich to becoming strong，it is urgent to upgrade the early childhood development to a national strategy and establish an early childhood development system for all children’s education as soon as possible，with increased investment and inclusive services，forming the “Chinese own experience” for early childhood development.
